domestic flights were only operating until today, they are all cancelled beginning tomorrow...

I'm "stuck" in Singapore now and guess will have to stay put a while. Guess I've got 90 days to figure out how to get a real visa while I'm here. Guess this pandemic might force me to put up a bit more permanent roots here.

This is not the bad place to be stuck, as long as you have financial means for housing and to cover your medical needs if you need medical care here.

As it stands, we are going to be on the last flights out of Manila as the current decree from PRRD is all visitors will need to leave by 12:01am March 20.

This has also been echoed by Philippine Airlines, which has cancelled all domestic services within the Philippines immediately and also announced that all international services will be cancelled starting on March 20.

This is the clarification from Sec. Nograles from CNN Philippines?
(My paraphrase)

"Foreign citizens who wish to depart the Philippines may do so within 72 hours of the effective of the Enhanced Quarantine [that means 72 hours from midnight tonight, 12am March 17]."

A reporter asked if foreigners still in the country after that time may still leave.

Answer: "We assume that those foreigners in the country who wish to leave will avail of the opportunity to depart in the next 72 hours. If they do not depart in the next 72 hours, we will assume that they wish to remain in the country and departure will not be allowed."

Isn't it unprecedented for a country to deny departure by all foreign nationals with valid passports who aren't under arrest or something similar? Can countries unilaterally decide to hold foreign visitors hostage indefinitely?

Also, what happens if someone is IDBed from the last flight?

It's unprecedented, yes, and the country has the right.

Someone IDBed from the last flight might find themselves in a hotel for a rather long time, I imagine.

Pretty much the message to everyone outside of their home countries at this moment:

Unless you intend to stay at your host country for unknown amount of time in future, bearing all costs (financial, health, personal, etc) of such decision - get the hell out NOW.

There are 4 tourist groups from one tour company in Taiwan stuck - 2 groups (31 people) in Morocco and 2 groups (40 people) in Peru. Apparently, Morocco closed and no inbound (therefore outbound) flights and Peru has a stay-home order. https://udn.com/news/story/7266/4419057

Arrgh, that must suck for them. Taiwan is one of the few countries on top of this crisis. OTOH the tour company should have cancelled the tours long ago.

And, then you have to worry about visa overstay. For example, here in the Philippines, I have a 30 day tourist visa from 3/11. If we stayed until the current restrictions expire, that would be 4/15, in which we would have overstayed the conditions of entry. Now, it is possible to get an extension, but Bureau of Immigration offices will be closed, so therefore it would not be possible to get the visa extension.

If you are physically unable to extend your visa before 4/15, then you will have no choice to overstay. I think the BI will look sympathetically on people in your case as long as you present yourself at the earliest available moment and pay whatever fee they ask you to pay. It is well documented how other expats in PHL overstay, pay the fine, leave and then come back without much problem. You won't be the only person in this situation.

It seems you have somewhat unlucky timing with arriving just before the quarantines were announced.

This is 99% unrelated, but I read a story of Ukrainian travelers who didn't know they require a visa for Philippines, but immigration gave them 1 month stamp anyway. (They had to buy throwaway ticket to KUL so they could board TK flight). And only when they were leaving the country from MNL, the immigration deported them. As in, they were let back into the city for a night, and had to come to board the same flight next day. No handcuffs, but they weren't allowed to hold the new boarding passes. I can't be 100% sure it's true story, but it sounds realistic enough to me.
