(My paraphrase)

"Foreign citizens who wish to depart the Philippines may do so within 72 hours of the effective of the Enhanced Quarantine [that means 72 hours from midnight tonight, 12am March 17]."

A reporter asked if foreigners still in the country after that time may still leave.

Answer: "We assume that those foreigners in the country who wish to leave will avail of the opportunity to depart in the next 72 hours. If they do not depart in the next 72 hours, we will assume that they wish to remain in the country and departure will not be allowed."
