Yes the declaration does mention primary residence as a condition. Have you considered taking Eurostar to Paris, or just talking to the officials at Saint Pancras?

Yes I have done that, but I am afraid that the answer was ambiguous. I have tried the French consulate a dozen times, but it is impossible to get to speak to a human being.

I'm having to transit via Amsterdam. I called the Dutch Foreign Ministry contact line, and they gave me the number for the AMS Airport Police, who were very clear and precise in the answers they gave about transiting. Perhaps calling the French Airport Police/Border police at the Airport would be a better source of information. Just my two cents.
