If you are physically unable to extend your visa before 4/15, then you will have no choice to overstay. I think the BI will look sympathetically on people in your case as long as you present yourself at the earliest available moment and pay whatever fee they ask you to pay. It is well documented how other expats in PHL overstay, pay the fine, leave and then come back without much problem. You won't be the only person in this situation.

It seems you have somewhat unlucky timing with arriving just before the quarantines were announced.
