It's not a distance thing, it's more of a distraction thing. If ALCO is alerted to their presence, he can, depending on the level of drunkenness involved, be distracted to the point that much effort will be expended in extricating him.

I saw $193 from PHL - books into S. Meh. Not awful, but not spectacular.

It is equally bad on our part as the rest of the group that we can fail to notice him slipping away due to such a random distraction. We were almost halfway down the block before we all realized that the homeless dude in front of the White House hooked him.
