It shouldn't serve as a base of operations for coordinated attacks on other fora.

All of us were new to The Box at one point, and we turned it into a thriving community by dealing with each other civilly and by being a welcoming bunch.

If the group doesnt book enough roomnights through the proper channels then the hotel may go back and charge the conference or group for the room space used. This can be problematic for groups on a budget and I think it got a few in trouble when having events in LAS at times.

I certainly know how it works, having run conferences in a past life. I just don't like it when I am the one footing the bill for the higher hotel rate.
