HISD has many unwritten policy rules, such as the one that you mentioned (no vacation on the day before a holiday). That, coupled with the new school board decision to use students' TAKS scores to determine whether to keep/fire teaches, is causing, in part, my significant other to leave HISD after this school year. Give it a few years and HISD will realize what kind of grave mistake they've made. They will not be able to retain teachers, especially in lower performing schools because the teachers can't bring the TAKs scores up, so they'll lower the requirements.
