In reality, that money has probably already been spent to replace the light rail taken out of action yesterday.

Apparently it's going to go towards improving grade crossings between Austin and Dallas, to improve on-time performance of Amtrak service. :rolleyes:

I believe it's generated when you get the offer code going thru co.com. I did mine online, and got a 'details' page with tracking numbers for the rewards forthcoming. Nothing I received from Chase in the mail (like the paperwork with the card) has my OP number.
