Credit appears on the billing statement for the month the fee/charge hit. It is not an instantaneous credit that you'll see in the account online, it only applies at close of statement.
The year your purchase counts against is based on the statement date, not date of purchase. Tickets purchased late in the year, especially in December, will almost certainly count against the benefit in the following calendar year. Do not wait until the end of the calendar year to use your credits!

Maybe a dumb question - how quickly should these credits post? I have bag fees on Delta from 1/29, and Jetblue bag fees on 2/5. Neither has been credited yet - do I need to wait for the statement to close?

A few recent data points:
$10 Southwest in-flight food purchase did not post. Merchant category comes up as convenience store.
$70 purchase at the Emirates gift shop in the Dubai Mall surprisingly did post.

My dilemma with Citi Prestige: In its promotional offers and in its handbook, Citi says that you get a $250 air credit EACH YEAR. I opened the account in June. On my statement dated December 3d, I was told that I had some $225 left in the credit, so I determined to spend it before the year ended.
What I learned is that, according to Citi, the year ended on December 3d, and the money I spent in December, six months after I got the card, was applied to my 2016 air travel credit. I found this hard to believe. I got two air credits in six months, all in the same year, yet one of them was for 2016, still weeks away.
So when Citi says that you get a credit each year, they don't mean it. My "December" billing cycle ended on December 3d. 2016 began in 2015! What was the point in telling me in the December 3d statement that I had $225 left on the credit?
I wrote twice to Citi and they were unbending. I lost the $225 in credit because I relied on the idea that each year meant just that. Look in their promotional materials or handbook. Do you find them saying that "each year" is defined differently than that?

Got $250 reimbursed for a Singapore award ticket, basically got half off the fees/fuel surcharge for a Suites flight!

Indeed, the message boards are better places to learn how Citi products work than their promo materials. And as you just found out, the 'year' of your transaction will be defined by the closing date of the billing statement where it appears. They won't bend on that issue.

Purchases made by the Primary cardmember and Authorized Users on the Card Account are eligible for this statement credit. Please allow 1-2 billing cycles after the qualifying incidental air travel fee is charged to your Card Account for statement credit(s) to be posted to the account. This statement credit is an annual benefit available for purchases appearing on your billing statements from December through the following December. Pending transactions that do not post in your December billing cycle will count towards the next year's Air Travel Credit

I still don't see why a "December" statement would include only 3 days in December. Finally, I don't understand why, on that statement, they would tell me that I still had credit available to me. Their position on this hardly makes me want to renew the card, which I otherwise like.
Nonetheless, I agree that the material here at Flyer Talk is invaluable. I am grateful for the resource.

Bag fees for both JetBlue ($40) and Delta ($50) posted at my statement close. I suppose that's an obvious one that should work, but adding a datapoint.

Cancelling the card for any other reason other than the benefit not matching the cost(s) isn't prudent. You're not going to hurt the bank, it hurts you. Given the substantial retention offer this card currently offers as pointed out by the FT community offers in addition to the $250 annual flight credit and sign up bonus, this card is a slam dunk for air travelers if you can get approved.
