I think most of us here will do the tradeoff, but how many of the non-travelling Hong Kong public will also feel this way? Perhaps a rhetorical question, enabling travel isn't the goal, getting the numbers down is.

Note sure, listening to what they said in Cantonese followed by what the English language press reported suggests nuanced differences, though more likely its my Cantonese.

What seems to be the strategy is a strict Quid Pro Quo, on the one side relaxed quarantine rules for inbound passengers but in return China style monitoring environment.

Interestingly what happens to paid upfront quarantine hotel bookings for 7 days when one can leave after night 3 or I personally think more likely 4 nights? Self interest, I have a paid booking coming up. The hotels are not going to be happy at all, so perhaps the target date will be the end of the current quarantine cycle on 31/10/2022.

Any thoughts on this?

My understanding is that hotels will have no problem having guests as long as some form of Q is maintained.

But the state of Macau and the fact that 4+3 or simply 5+2 Q were mentioned in June while not making it to the first round of rules change don’t bode so well…

Quid but no quo, given the regime’s track record. To start off with they said they weren’t going to require personal info when they started Leavehomesafe.

There's a name for that: Feature Creep.

Western governments aren't hesitating to do so, despite "democratic" control and governance, let alone what happens at autocratic/authoritarian regimes.

(I'm not actively keeping track of jurisdictions outside NSW, where it is no longer mandatory) which western governments still require app check-ins?

It's not so much about the Covid apps (despite governments eying on the possibilities it gives to track illegals, etc), though, just in general. Give Western governments "tools" to track/monitor people, and they will gradually stretch the usage boundaries of the original permissions, with or without parliamentary approval.

The moment you have ATM cards, frequent "purchase", loyalty cards, cell phone locations, etc, in the end, these items are used by governments agencies to trace down people, where they are, etc. Of course, all to the benefit of the general public. But, hey, this argument is used all over the world, including autocratic/authoritarian regimes.

See how the original "harmless" registration of Jewish people in Europe gradually reverted to the core info used for the holocaust, during WWII. Nothing new under the sun.
