USA was upgraded to the highest cat A group. All arrival must do 7 days quarantine at the container camp. And follow by 14 days hotel quarantine.

Any FT posted a stay review for Penny Bay? Chances of upgrades and getting resort charges waived?

so does USA departure now need confirmation of spot at Penny Bay to board a flight to hk? if so, is this one of those where HK is open but you can never secure a spot at PB so you can never come from USA?

No. Only a 14 day room reservation in a DQH starting from the 8th night is required. Penny's bay is free.

i am surprised to hear with so many countries of A+ category, govt can let anyone fly in at capacity of 1916 at Pennys Bay. this vs 11k of hotel quarantine spot now.

for 7 day quarantine, any given rolling 1 day would have free capacity of circa 275 units. Similarly if on average most hk quarantine are say 17 days (some 14/21) thats means any rolling 1 day free capacity of 650 units. HK already struggled with hotel rooms (at 650/day freed up) so if more countries go to A+, 275 units/day at PB will hit the ceiling very quick
Nov21 HKIA data showed 120k pax handled (departure/arrival/transit are double counted). so say 1/4 is number arriving a month (30k) which comes to average 1k new arrival everyday. so basically for 1k arrival a day, struggles already with 650/day available hotel room, not sure how the 275/day availablr PB will cope up.

Someone in FB HKQSG noted only <1100 arrivals/day, and US is ~5% of that (so all A+, <10%?).
But once UK is A+, Aus-style quotas will start applying by next weekend

double standard from HKG govt again.
when SIN reported omicron imported case , it was moved to CAT A with 21 days quarantine.
now China Tianjin reported imported omicron case, HKG said that there is no risk of community spread, thus won’t move China to Cat A.

Another important change is that pre-departure test must now be done 48h (rather than 72h) before departure of nonstop flight to HK.
Frankly, I was surprised that HK stuck with this 72h rule while other major countries introduced a shorter period. It explains why so many pax, especially with the long flight from US, test negative pre-departure and positive upon arrival.
I would suggest that anyone planning to arrive in HK join the FB group:
