18 months with no activity or expiry is not unusual, just as 3 years is not unusual.
Some ffp's, like SQ & EK, have a hard expiry. Use them or lose them after 3 years.

You can find instructions online about how to do this outside of Australia. Although it's not necessarily supposed to work this way, I was able to download it simply by temporarily switching my VPN to Australia, which made it show up in the Google Play store. As I recall it took a couple of days of the app being up and running for it to be fully connected to my Qantas account, during which time I didn't think it was going to work after all. But one day the points started transferring and it's been working like clockwork since then. Highly recommended!
