When you connect through YYZ on an AC flight (e.g. from YVR to DCA or LGA) you go though a connection door past two security clerks - They are airport employees.

The first clerk confirms that you are connecting, and not originating at YYZ. This is to prevent people from entering the connecting baggage claim area who don't belong in there.

The second guard / clerk is after you pick up connecting baggage. They're there to make sure you have all your paperwork in order before you proceed to the CBP officers or kiosks. These are the clerks who confirm your blue card is filled out and who are 'unhappy' if you tell them you don't have / need one.

If your trip originates at YYZ I doubt you'll encounter either of these people.

I think the OP is referring to the clerk before you enter the customs area, so you wouldn't make it to the machine to get a printout yet. As I have mentioned before, used GE at YYZ several times and never been asked for a card once I show my CBP sticker or just say that I have GE.

NEXUS / TSA Pre-Check
 
A few weeks ago, I sent an email to TSA asking when Canadian citizens who are NEXUS card holders would be eligible to participate in TSA Pre-Check. I received the following reply from TSA this morning:
Dear Mr. X:

Thank you for your e-mail of September 2, 2012, to the Transportation Security Administration’s (TSA) Contact Center, regarding your interest in TSA PreP™ benefits as a NEXUS trusted traveler member.

Beginning November 15, 2012, Canadian citizens traveling domestically in the United States who are members of the U.S. Customs and Border Protection (CBP) and Canada Border Services Agency (CBSA) NEXUS program are eligible to participate and may receive expedited screening at participating U.S. airports.

For more information, please feel free to refer to TSA’s Web site for updated information about new TSA PreP™ deployments and other status information: http://www.tsa.gov/what_we_do/escreening.shtm.

It is important to remember that even if a passenger opts in for TSA Pre✓™ with their airline or includes their CBP trusted traveler information when booking a flight, TSA Pre✓™ does not guarantee an individual expedited screening. TSA will always incorporate random and unpredictable security measures throughout the airport.

No, that is not currently the case for Canadian citizens. The wording on the tsa website is somewhat ambiguous, but if you are a Canadian citizen and a NEXUS card holder, you are not eligible. If you are a frequent flyer with a US airline that participates in pre-check, you can be "invited" into pre-check by them, even if you are a Canadian citizen. That doesn't make a lot of sense, but that's the way it is, at least until November 15th.

Currently only American citizens in those programs are eligible. November 15 they are rolling it out to Canadians, hence: :)

I think you need to somehow register with them, then you are good to go...

Thats not quite true either. Trusted traveller members who are US citizens are eligible. I'm dual US/Canadian, with both listed on my Nexus, and have been able to use pre-check. It's great.

If you're a frequent traveler with a participating airline, you can also get pre check regardless of citizenship, as long as you don't add your trusted traveler info. For UA, for example , there is a box you can check in your MP profile to apply. You can add trusted traveler info also, but are not required to. You don't know if you can use the lane, however, until you scan your BP at the security checkpoint.

There's tons of info in the pre check threads in the forums of participating airlines. The one in UA forum is over 100 pages now. But you apply through your participating airline that you are flying. As I mentioned above, for UA, there is a box in the MP profile you can check. However, you can't apply (I don't think) if flying on UA but using AP to earn.
