24, going by their status when I was in each country. I'd get one more, 25, going by current borders as Belarus is no longer part of the Soviet Russian empire. 26 if I go by World Cup rules, and 27 if I count the United Nations.
Counting Ireland is a bit of a stretch, but we did get out of the plane there and buy a few things at the duty free while it was refueled. I still have the toy car I accidentally shoplifted there -- my mom and dad each thought the other had paid for it.
USA
Canada
The United Nations (really stretching it here)
Mexico
France
Belgium
UK (England and Wales)
Spain
former West Germany (now Germany)
Denmark
The Netherlands
Luxembourg
Switzerland
Austria
Italy
Vatican City
Ireland (Shannon Airport)
Sweden
former Yugoslavia (now Slovenia)
former Czecholovakia (now Czech Republic)
Poland
former USSR (now Belarus and Russia)
Finland
Liechtenstein
Japan

As for counting Ireland for my brief sojourn at Shannon, I did at least walk around on Irish soil!

In my mind at least, soil begins outside the airport. Merely walking around on the tarmac does not count.
