Required Documents:
- A Certificate of Vaccination (fully vaccinated) with an approved vaccine at least 14 days before travelling.
- Those previously infected within 3 months must have received 1 dose of an approved vaccine at least 14 days before travelling.
- Travelers under 12 years of age, travelling with parents or guardians, are exempt from the vaccination requirement.
- A Medical Certificate with an RT-PCR lab result indicating that COVID-19 is not detected issued no more than 72 hours before travelling (all travelers).
- A confirmed payment for a 1-night stay at SHA+, AQ, OQ, or AHQ accommodation, and 1 RT-PCR test.
- An insurance policy with coverage no less than US$50,000.

Thailand’s Public Health Ministry, via a ministerial announcement, has designated nine countries and two territories as high risk areas for COVID-19, and visitors to Thailand from these areas will be subject to 14-day home quarantine and will have to adhere to health related follow-up measures.
The nine countries, defined by Thailand as “high risk”, are Japan, South Korea, Germany, China, Taiwan, France, Singapore, Italy and Iran, and the two territories are Macau and Hong Kong.

The "government" is reeling from multiple corruption scandals, multiple health crises, an economy in the dumper, and a burgeoning protest movement. Not sure things could get worse? Talks of a reshuffle are circulating so one assumes Austin will be sidelined for a period.
The general sense is that things will get worse. Thais are definitely antsy about the 5,000 ( maybe as many as 100,000 ) Thai citizens currently illegally working/staying in Kore being re-patriated. There have been runs on big box stores with hoarders, something I've never seen here before.
Seventeen Thai workers returning from South Korea have high fever
Seventeen of the 158 Thai illegal workers who returned to Thailand on Wednesday (March 4) have high fever but the first test result for Covid-19 was result, according to the Immigration Office.
Thai illegal labourers started returning home on March 3, landing at three airports -- a total of 158 people.

No. His background is in construction. He's also a pilot and has a small charter business, which flies organs around the country for transplants. Believe he attended Hofstra. He is extremely wealthy, has been previously involved in politics (back in the Thaksin days). He is part of a small political party, Bhumjai Thai (proud to be thai), which allowed the military party to form a coalition government. He was given the ministry of public health rather than the transport ministry (which his party shares) as the latter is an enviable "trough".
AFAIK, this quarantine order is not legit, as of right now. Anything can happen tomorrow.
At this point his decison-making is questionable. He's way out of his depth, and can't bluster his way through, so think he's up for a stay-cation?
But then the military party has a heroin-smuggling (confessed, convicted and served six years in Australia) deputy minister for agriculture so the bar is pretty low here. We're told that he didn't do it, and even if he did, it's OK because it wasn't in Thailand.

The Thai PM has just stated that
Thai workers, who are returning to Thailand from Daegu and North Gyeongsang in South Korea, will be placed in14-day quarantine at state facilities. They are not allowed to return home, to prevent the potential spread of the virus.
Speaking of the illegal Thai migrant workers in South Korea who want to return to Thailand, Gen. Prayut said they must be screened in the country of origin. After arriving in Thailand, they will go through three levels of screening, and those who have a fever will be separated from the group. North Gyeongsang province and Daegu city in South Korea have been severely affected by COVID-19. Thai workers traveling from these two locations will be placed in 14-day quarantine at state facilities immediately. Workers who return from at-risk countries will be taken straight to hospitals, if they have a fever. If they have no fever, they will be quarantined in their respective provinces. The Ministry of the Interior has worked with provincial governors to locate a quarantine facility. Those in quarantine will not be permitted to return home. Many Thai workers in South Korea are gradually returning to Thailand. They are being screened by the South Korean authorities before departure. If they have a fever, they will not be allowed to leave the country. He urged the public not to worry too much about the issue, as the government will look after all Thai people.

I think we should hold off on declaring this "back on".
I have yet to see any local Thai press on this, and think some of the foreign articles are based on A-Nut-in's original idiocy. I also don't think anything has been gazetted.

But i-Cable just led with the following (on live stream, I can't find the segment in the app)
i-Cable tracked two tourists leaving HKG at 10a and arriving BKK 12p local time
On arrival, health officials identified them as HK arrivals and led them to "Health Counter". Other Caucasian arrivals were also there, presumably because they transited HKG.
They had to fill in health form, and declare their itinerary and contact details. Their temperatures were taken.
They were then advised to self-quarantine for fourteen days. They were told this is not a mandatory order and they can still leave their accommodation or the kingdom before the end of fourteen days.
