Thailand Reopening: Exemption from Quarantine (TEST & GO)

Required Documents:

  • A Certificate of Vaccination (fully vaccinated) with an approved vaccine at least 14 days before travelling.
  • Those previously infected within 3 months must have received 1 dose of an approved vaccine at least 14 days before travelling.
  • Travelers under 12 years of age, travelling with parents or guardians, are exempt from the vaccination requirement.
  • A Medical Certificate with an RT-PCR lab result indicating that COVID-19 is not detected issued no more than 72 hours before travelling (all travelers).
  • A confirmed payment for a 1-night stay at SHA+, AQ, OQ, or AHQ accommodation, and 1 RT-PCR test.
  • An insurance policy with coverage no less than US$50,000.

188 new cases today, total 599. By far the worst day.

Lots of people trying to return home from Bangkok.

Some talk of limiting inter-provincial travel. Not sure how that would work exactly? planes, trains, buses, cars, commercial.


Shutdown order issued for Korat

NAKHON RATCHASIMA: In the wake of restrictions placed on Bangkok and surrounding provinces, an order has been issued to temporarily shut down shopping malls and others venues considered high risks for the Covic-19 spread in this major northeastern province, effective from Sunday to April 12.

All shopping malls -- except supermarket zones, pharmacies or zones selling daily necessities and food outlets offering take-out and delivery -- must close on Sunday under the order issued on Saturday by governor Wichian Chantaranothai.

All the circulars by regulatory Authorities are published on their websites. Then it's also emailed to all airlines operating into that country. IATA has no role to play in this. The airlines inform IATA. Not the country.
Do you really think every check in agent in every airport reads emails and circulatories from airlines? No, they use an interface to the Timatic database and until it's there it isn't effectively in place.

IATA sources information from both airlines and government bodies. From their website:

From recent experience (HX HKG, TG HKG, FR STN) they don't just read Timatic. They read just about everything. If there's a reason to deny you boarding they'll do it. Invalidly denied boarding be damned, travellers are criminals/Wuhanese these few weeks anyway.

Similar semi-shutdown for Chiang Mai as of 23 Mar through 13 April.

Permanent land border crossings are said to be closing as of 23 Mar.

Migrant workers are making their way to the borders. Many folks leaving Bangkok and heading home. Buses headed upcountry packed.

Bangkok very quiet. Air quality not too bad. Hot but breezy.

Thank goodness for delivery services.



Sharp increase in Covid-19 cases in provinces 'cause for concern'

Medical officials are greatly concerned abou the new coronavirus (Covid-19) spreading to other provinces.

The Public Health Ministry revealed at a media briefing on Sunday that the infection rate in other provinces had tended to increase. The number of confirmed cases in other provinces had risen to 236 on March 22 from 59 cases on March 19 compared with Bangkok's 363 cases, up from 213 on March 19.

No they don't. My point is national aviation authorities do not inform IATA. IATA is an organisation of the airlines. Well most airlines. National Aviation Authorities inform their circulars online and email it to the airlines operating to that country. It's then the responsibility of the said airlines to ensure they operate to the required regulations. They themselves inform IATA. Every airport has an airlines operating committee made up of all the airlines operating to that country. They liase with IATA and other relevant airlines. Not the national aviation authorities.
It's entirely the responsibility of the operating airlines to follow the required regulations. National Aviation Authorities have no responsibility to inform IATA anything. IATA is not ICAO. In fact IATA has only observer status at ICAO just like IFALPA or ACI( Airports Council International)

I can only say that less than a week ago I changed plans due to a country reportedly closing it's borders to me and thus sat with the airline lounge staff looking at options. Nothing looked at came from any national authority, airport commitee or airline itself. Timatic was god and the government guidelines were advisory. There may well be a theoretical information route as you describe, but in practice what happened last week is the SOP.

Maybe we can agree that governments issue rules and airlines are responsible for implementing the rules. Whether they use only timatic or use it as a starting point and then look at other internal shared documents that come from the airlines directly or from the committees, it is their responsibility to ensure they are abiding by the government issued rules and if they misunderstand or do not comply there are consequences for them and for the passengers. I imagine that YMMV depending on the specific gate agents, their training, and what tools their airline makes available to them.

122 new cases (was 188 yesterday), total 723.

Too many more provinces with semi-shutdowns to keep track of.

Borders open for exit (not entry) to allow foreign migrant workers to leave.

Let us hope that these persons returning til Esaan, Laos, Cambodia, etc have the disciplene to self guarantine for 14 days when they get home. Somehow, I get the feeling that many will fail to understand the importance of doing it.

Three new deaths (so four in total), 106 new cases, many from known clusters (including the Lumpinee Boxing Stadium). The total is now at 827 (57 discharged, 766 in hospital, 4 deaths).

New case trend, 188 - 122 - 106 is good, if accurate.

PM declares "State of Emergency" effective 26 March.

Details unknown at this time.

Would expect things like a curfew (19:00 - 07:00 being floated), limits on movement, checkpoints.

No news on State of Emergency rules, but most expect a ban on inter-provincial travel.
