Correct, their costs haven't changed, as they were not paying the tax then and are not paying it now.
In addition to an increase in the value of existing points (positive), it also makes elite tier earning now 7.5% harder (negative).
As mentioned previously, those that earn points primarily thru the credit card are the overall greatest beneficiaries.

7.5% fewer points earned
or 15% fewer points earned (A+)
or 22.5% fewer points earned (A+ w/double points promo)
(22.5%) earning devaluation for butt-in-seat flights
+ (15%) redemption devaluation for wga starting 3/1/14
- 7.5% redemption benefit due to excise tax removal
---------
= (30%) negative value of these "1st quarter 2014" changes

Not just that, it reduced general (non TQP/non CPQP) earnings by 15% or 22.5%:

An A+ member only feels more of an true impact if they redeem their points for purposes other than travel. Such as converting to gift cards, converting 19,200 points to Airtran, etc.

Hmmm. Checking Standard Award availability for international routes generates this:
Oops! The travel funds that you provided are invalid. Please select a different form of payment to complete your booking or contact us at 1-800-I-FLY-SWA (1-800-435-9792) for further assistance. (67111 - 10962)

This may be a glitch in the new International Reservation System.
I just checked ATL to AUA it shows Standard Award availibility on July 16. I got to the point of actually booking the flight.
If it were an intentional black out It seems it would indicates no availibility of awards on that flight.

Booked PIT-ATL-AUA on July 4th with my points. Thanks for the heads up. $15 in fees on my award ticket of 9600 points -- just slightly more than the PIT-LAS trip I replaced with, and I think I'd rather be in Aruba

I've not seen this list of non-stop international cities announced officially until now. No mention of which destinations each city will get though. Per WN rep Nicole via Facebook:
Hi Athena - The following U.S. cities will have nonstop service and serve as gateway cities to international destinations: Atlanta, Austin, Baltimore/Washington, Chicago (Midway), Denver, Orange County/Santa Ana, Orlando, Milwaukee, and San Antonio. At this time we are limiting connecting service to international destinations as we roll out new international capabilities across our systems and network. We hope to fully convert the Southwest network to support connecting service to international destinations by the end of 2014, so stay tuned for updates. Thanks for reaching out! -Nicole

The company is building an int'l terminal at HOU that will be done next year. FLL is also going to be a gateway city from the previously announced (public) list.
