When my dad had this problem... link was displaying 60k but took him to 40k .. in the address bar if you change the 40k to 60k it worked for him

It appears most (if not all) the people who get the Explorer Card are getting the passes - even though the T&C said not until your anniversary date. Mine said that yet I received mine a couple of weeks ago - about 3 months after I got the card.

I also see the 60k offer in my account, although it switches to the 40k offer when I click through.

I just cleared my cookies and logged in and the 60k offer no longer reverts to the 40k one. I think I found the trick to get the 60k offers if you have miles in your account. Click apply now on the 40k offer and enter your mileageplus number and pin and let the application open. Close the application and open united.com once again and click on the credit card offer again in the home page. It should now go to the 60k offer.

I had been having the same problem over and over again this past week. I took your advice - and was successful in getting the 60,000 offer to come up. I actually accomplished this somewhat differently: I first clicked on the 60,000 offer on my United page; the 40,000 offer then came up; I clicked on that as though I wanted to complete the application; got a message saying something like this page is temporarily unavailable; hit my "go back" button on my browser - and, voil, I was now on the 60,000 offer page. Strange, and convoluted, indeed.

Actually the current T&C for the passes indicates that you will get them 8-10 weeks even during the first year as well:

As for the last line - "Chase is not responsible for offer fulfillment," I didn't really understand that as the Chase agent said that the passes come from Chase and not United (i.e. Chase is sending them to you) so Chase has to be "responsible" in some way to fulfill this offer.
I mean, it's actually one of the main perks they advertise that come with this card. I know it wouldn't cause as much as an uproar as opposed to them not fulfilling the bonus miles but still...I want to have the chance to eat some stale cookies and cheap cheese before I hop on one of their old clunkers.

You make a good point. I was thinking the same thing as I went through the steps. One of the final steps I took was when the 60,000 offer page came up; I clicked on that and directly from that page (with the "60" included in the URL) the application that I ended up filling out opened - so that seems like a pretty good indication that that application will be coded with the 60,000 offer.

Was asked during activation what offer I signed up for
FWIW - I applied, got the card, and called the activation number. A Chase rep took the card number, etc and then asked "And how many bonus miles did you sign up for?". Had never been asked before. Told her I thought it was the 60k offer, and she said "well, I see it as 50k, but you can earn another 10k after $25k spend". Just thought it was odd that she asked even though she appeared to already know.

My cc account statement closed on 3/19 and points show on it. Points haven't shown up on united.com as of today 3/25. Should I just be patient and wait more?

Who knows, this could be an indication that Chase is aware that 40,000 and 60,000 offers are coming up in an inconsistent manner, the best example being when many of us see a 60,000 offer banner on our UA page - but this offer becomes a 40,000 offer once you click on the banner - something which should not be happening.

Oh yeah that's definitely the airline's problem. I've never heard of UA rejecting people with passes though. I mean it cost $39-$50 just to sit in a leather chair and sip on apple juice. I'd let anyone who pays that much come in.
