From what I understand in business law, if you're under the age of 18 and you enter into a contract, it is automatically void, generally. In this case, the contract is the credit card and the responsibility to pay the bill. Another reason why many businesses won't deal with minors, including car dealerships.
If Chase wants to issue a credit card to someone under 18, then that minor has no legal responsibility to pay the bill.
I may be wrong on this, but this is from what I remember in college. I did get an A in the class.

The law depends on the state, but, in most, contracts for necessities such as housing, food, clothes may be enforced even if with a minor.
As to the card, if the minor applies--which they can certainly do--and gets the card--which is more problematic since they probably don't have anything on their credit report, they should get the miles.
I don't see the harm in giving it a shot. @:-)
Especially in view of numerous folks I know who have gotten their cats or dogs cards (none of them over 18).

Got my 50K miles!
Another data point. Got CO card April last and still have it. Opened the United Explorer card late February and statement closed last week and 50K alone with first purchase spending all showed up in my UA account this week.

Sweet applied for sapphire preferred and united explorer same day, denied at first for explorer. Called in and the rep suggested transferring from sapphire preferred which I of course agreed to. Then rep said card had already been auto-approved for some reason, great lol.

I read somewhere that if you use the UA Explorer card to purchase tickets from UA, the miles will be counted as a PQM. Is this true?

Logged into my united.com account, and found an offer for 60K Miles right there, no $50 Statement Credit, but First Year Free and Club Passes.

I have an old United card (the one which gave 5k EQM for annual 35k spend). Can I apply for the Explorer card and get 60k, if I still have the old card?

I have pretty good ties to Chase (primary checking account/savings several years and chase freedom for 2 years). Probably since I only had one card and in good standing, going up to three was not an issue on their system.

Hello guys, I am new on the forum and I have been approved for UA explorer. I was denied the first time for too many request for credit. Then I called and I got approved but the person said I wouldn't receive the bonus. Is there any way to get the bonus after getting the card? thanks.

Edit: As a Premier 1K (or any Premier level), you are eligible for the full 60K bonus, *if* you hit the spend target.
