At WM1 success loading $400 today(200 x 2). 20 minutes later at WM2 failed attempt to load $600(200 x 3). 1 hour later WM1 success loading $400(200 x 2). Seems like I am on a new <$500 limit. Was able to do $600(4 swipes) no problem through 8/21. These were all P1. Will try same on P2 tomorrow.

You got lucky, Chase is notoriously strict about payments bouncing...

Bill pay means you push from discover to chase cc or any cc. ACH means Chase pulls from Discover. Also if Chase is suspecting there is a fraud when you initiate payment from Chase, then they might make you to verify the "owner". Or Chase could call discover and ask who is the owner.

What do you mean you use ACH and Bill Pay? Aren't those independent things? ACH being transferring money to your other bank accounts (P1->P1) and Bill Pay sending payments from Discover (P1-> P2 or P3)?

What I mean by ACH is I went into P2 and P3 cc online accounts and adding my discover banking information there. After that, paying from theirs accounts.

Yes. It is always $600/load at WM if you are using 200gc.

Don't the P2 and P3 banks stipulate that any bank account you add must be in P2 or P3 name?

ACH includes pull and push money. Here berombeu calls pull money as ACH. You can not only initiate the pull from your checking account, but also from your credit card account to pay the balance. Further more, when initiating the payment from your credit card account, you can not only pull from your own checking account, but also from other's checking account, as long as you input the routing number and account number correctly. This works for those credit card accounts that do not request immediate verification using Plaid etc.

I never met any bank account stopped the payment. Some bank shows the credit card account owner's name in the transaction details. But they never stop it.

In legal term, yes. However, I haven't had any stopped payments for years. I even add P2 and P3 ACH information to my CC and pay it from there.
