800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

I thinketh the context was missed with regard to my question.
I only meant was it better to go straight to collections if that would reap a more efficient action to make payment than go through an experience that could be time consuming but unsatisfactory with a front line rep, usually not well trained or not experienced enough. No offense intended. The thought of asking for collections straight away didn't sit well, at first.

How much would Citi pay per transaction this way versus ACH or other common payment methods? I think the marginal cost would have to be quite a lot for them to take a payment method off the table.

I would not be unloading $500 GCs via the collections department. I feel that is just asking for trouble. Using a rewards debit card (if it gave rewards) is one thing but calling over and over to pay $500 ... thats walking the line. You are better going to WM and just paying the 1998.22 with 4x $500 GCs.

I believe there is a hard cap of $3,500 on a transaction using the Emerald card. Were you trying to do a payment of more or less than $3,500?

Just paid with JH Preferred. CSR didn't ask for name or billing address, only the card number, expiration date and security code on back of card
