The only sure way to not get shut down is load it and use it for normal purchases. Im not saying loading/unloading rapidly will definitely get you shut down, but it is highly likely.

Paypal Debit MC (the one from the recent CVS deal) has the $2,500/day limit for VR loads.

normal purchases? really! You mean "real spending" that's not 'Manufactured Spending'

BB and AP are the only safe and sure Manufactured Spending? What other threads belong here?....I feel moderators should start new thing "Risky & Adventurous Manufactured Spending" with a disclaimer!

I just got shutdown by PayPal. I usually loaded it for about $5000/ month and and only did bill pay. I did this for about a year. I messed up when I started buying Money Paks, loading it to PayPal and then transferring to my prepaid debit. I got an email about two weeks ago telling me to knock it off. I chilled for about two weeks and then loaded two more VRs. As soon as they were loaded, they shut my account down because it was open prior to me loading the account. I called them and they told me that I was shutdown for not using it as intended and that I should receive a check within 20 days.

Has anyone gotten shot down for loading with PayPal refill cards and transferring to a bank account? I've been doing that but haven't even gotten a warning. I've also been doing 10 $100 PayPal business debit card loads to BBC per month.

What stores can you buy Paypal cards with credit card? Would CVS be ok? I assume you can buy a prepaid Paypal card and load it into your Paypal account and transfer money like a bank account.

The reason I am asking this is because I need to pay back my cousin for expenses on a trip via Paypal and I would like to earn credit card points.

If you don't have enough money in your account would paypal take the rest from your credit card anyway? I'm not being snarky...i honestly don't know the answer.

Their ACH debit doesn't always work. For example, payment initiated by Amex and Discover were returned, while Citi/Penfed worked (at least, in the beginning).

Paypal Personal Debit
 
Ugh. I've done many thousands in MS with VRs, debit+PIN, etc., with no issues. Walmart and bank tellers love me.

Recently got the Paypal debit through CVS's $50 ECB offer (now expired) and began loading with Reloadit cards. No spending or cashing out yet, just transferred the funds into the attached savings account. Today, I've had my first problem ever. 2nd of two ($500) Reloadit cards will not load. Reloadit CSR says Paypal was kicking back the load and Reloadit will "look into it" and call me back. My Paypal Prepaid account is still live, so it's not a shutdown (yet!). Any ideas or similar experiences?

No if you have a zero balance on your Paypal account and opt to send money via Bank account option, they will first pay whoever you are trying to send the money to and then grab money from your checking account in the next day or so. The option to send money via bank account or credit card is not automatic (I am glad that they always give you the option). I have done this many times as I never keep a balance on Paypal when I buy the few things I have ever bought on Ebay.

Also I do have the option on Paypal now to straight up send money to family/friends via credit card right now BUT Paypal charges a 2.9% of total amount + $0.30 fee to send money via credit card. For instance if you want to send $500 via credit card, Paypal will charge you ($500 * 2.9%) + $0.30 = $14.80 in fees.

However if you buy a prepaid Paypal card at a CVS store for example and load it to the max of $500 per card, you only have to pay $4.95 in processing fees and could load it to your Paypal account as if you withdrew it from the bank. This would save you in this scenario over $10.00 in fees. It this works it is one extra step of going to the store and buy a Paypal card and load it to your Paypal account which I am willing to do.

Do you understand now why I am trying to figure out this question?

Interesting. Worked fine on all my Wells payments thus far.

I'm worried about that since my first two payments went through, but then I added Amex and Discover and those payments were returned (Discover didn't provide any info, Amex says -unable to locate account number). Numbers were correct, by the way.

If you're maintaining close to a zero balance, and the charges kick to a CC, at least if you get shudown they are not holding your money...they are stopping you from adding money to your account to pay them back. Yes, eventually you'd have to pay back the charges that kicked to the credit card (if they shut down your PP), but thats no different from any other MS method. Seems like a good idea....THEY are in the negative, not holding your cash. Unless they can somehow shut down your account in the few second between when you load it with PP cash cards and when you move those funds to pay off the credit card.

My only other issues with the plan are the hard pull that could otherwise be used for a large signup bonus, and the added potential for shutdown from PP. My other issue is that (as he admits) it reduces CPP but doesn't help you actually generate more points.
