The reload limits in the T&C are rather vague, but if you look at some of the other cards served by Visa Prepaid, you'll find the following reload limits (which, IME have been the same for WFPP):

$2500/24h period
$3500/rolling 15d period
$4500/rolling 30d period

So for simplicity, if you load $2500 on day 1, you won't be able to load more than $1000 until day 15. Then on day 15, (if you didn't load the $1000) you can load $2000.

Please do your math and stop calling in.
I have been able to load $2500 + $2100 in a 30d period.

Isn't this the same info provided by OP in the 1st post?

In my particular case, my load was limited by CC CA limit, unfortunately it is quite complicated, but we have this forum to help us to learn to deal with it.

Everytime I try to create an account it says this message:

A System Error has occurred.

Recommended Actions:

If you typed the internet address in the Address Bar, make sure it is spelled correctly.
Return to the home page and look for links to the information you want.
Click the Back button to select another page.
If you need immediate information about your card balance, call the toll-free number on the back of your card.

I'm getting that same message when I try to load my card. Perhaps something is a little messed up on their website, but I'm going quietly withdraw the money I have on the card.

Remember we're all "painting a picture" about our usage. I know it "wastes" miles, but it is good to put a few de minimis bona fide purchases on the PP card.

$2,500 in and released through ATM/WM/USPS in a few days is not that picture.

Because a money order is basically a cash advance, and statistically a cash advance is a much riskier transaction.
