Peninsula New York
I would also nominate the Hotel Ala in Venice (a Best Western hotel). It was not a luxury hotel and the shower stall was small, but I felt like I was standing under Niagara Falls.

No hotel could possibly beat the fantastic six power nozzle showerheads in the showers at the Graves 601 Hotel in Minneapolis (formerly, Le Meridien Minneapolis). It was the first hotel to employ the Art + Tech design.

Stafford shower
The shower at my suite in the Mews area of the Stafford Hotel in London was phenomenal, and the bath was lovely as well.

great shower at the Park Hyatt Buenos Aires. Rain showerhead and the door closes completely so it gets nice and steamy. Good water pressure and nice heat control

Mandarin Oriental Tokyo.
Has the usual rain showerhead, standard wall mounted shower, and hand shower. Spacious design with shaving mirror mounted on the wall. While the shower is in a separate space, the "wet area" of the bathroom continues to the tub area, so one can go directly into the tub after showering (Asian style). You also don't need to open a door after showering and no issues of water getting on the bathroom floor.

The outdoor lava shower at Hualalai is by far the nicest shower I have seen.

Pick a room, any room, at the American Club in Kohler, WI and get a great shower. The suites have some of the fanciest versions made my the Kohler Co. and are a great place to do some "product testing". Also, the "toilet museum" next door (as my wife calls it) - actually the Design Center - is also very cool. And the men's locker room at Whistling Straits has some awesome shower facilities for post-round clean up.
