With that out of the way -- I have seen exactly the same thing happen on AA at NRT and NH at HND, and I think it's largely because people can't hear or understand the announcement, which in both cases was made by a Japanese person at low volume over the cabin PA. If they want people to comply, they really need to have a pre-recorded announcement in native English as well as Japanese, and turn the volume up. NH did exactly this with their mask announcements on my TPAC flight.

I'm arriving to Japan next week. What exactly do I need to fill out? I'm confused by the changing requirements. I just need to register on the Visit Japan website right? and that's it? when should I register? The day before my flight or earlier? thank you

edit: Just to clarify my question.. I'm arriving Japan AFTER 14 November.

Yep, Visit Japan Web is all you need (quarantine, immigration, and customs).

I believe the guidance is 2 weeks before arrival (minimum 6 hours ahead, I think? Could be wrong) - that said I did my registrations about a month ahead of arriving and I sailed through the checkpoints when I arrived here in Japan this past Tuesday. It was before the MySOS functions were merged into VJW so I did registrations on both interfaces.

visitjapanweb is all you need, do it 2 weeks before arrival or as soon as you can. Minimum 6 hours prior to arrival.

VJW questions
 
In doing the Quarantine Procedure section: after uploaded my own photocopy of Passport, how long do I have to wait (travel to Japan in few days) to get it completed. It never asks for CDC card, nor does it ask for family member who is traveling with me.

One more question: I need to exit Japan after this trip. Then in a week's time I need to return to Japan again, do I have to fill out a NEW VJW procedure again?

passport took about 15 minutes for me. They prioritizing people with travel within 2 weeks.

I filled mine out under T-72. After passport scan, system told me to check status in 5 minutes, and it was done then.

After your passport scan is done, then you fill out a questionnaire, then you submit your vaccination info. Vaccination certificate verification took under an hour. I assume most people submit CDC card. I submitted an image of my pharmacy smart health card with all the required text info on the side and it was accepted as well. I figured it was more legible than the pharmacist’s handwriting.

Another Data Point:

It took them about an hour or so for my passport last week on both the Quarantine and Immigration sites. After I got the passport done on the Quarantine it let me submit my Questionnaire and Vaccine Card and they approved them the next morning. Two trips, one at the end of November and one at the end of December and the only things that I needed to change on the December one, besides the dates, were the name of the hotel and the flight information (Flight and Seat numbers). I filled both sets out mid evening on the US West Coast and had final approval (and QR codes) from both Immigration and Customs within about 30-45 minutes and Quarantine approved the passport in about 30 minutes and the vax card by the next morning in the US.

I finally was able to get Quarantine Procedure page to work and uploaded passport doc. Now waiting for what's next. Email returned did say passport info was accepted ok.

Anyone know if I need to do VJW again when I return to Japan a week later (my second visit)?

Unless something has changed that I'm not aware of you need to do it for each entry to the country.

I used a California QR code for proof of vax and it was approved within 10 minutes. My trip is right after Christmas.

You fill out the API when you check in. It seems pre-filling passenger info is limited only to tickets directly booked with JAL (for their auto check-in thingy). I had a JAL ticket booked with AMEX and I didn't fill out any passport info until online check-on opens 24 hours prior to departure.

I've got two trips a month apart end of November and end of December. I've got QR codes for both of them already.

So far almost everything from the first has copied into the next one. All I've had to do is enter the new dates, flights, and hotel information. All of the passport, communication (email and phone, etc.) and vaccination information is right there and didn't need to be reentered.
I'm staying in the same place both times and almost everything copied over except for the chome address, go figure.
