It’s the Meguro river. North side of the river close to Nakazato Bridge (just to the North-West of the bridge).

As to how to time it. Depends on how important the sakura is to you. This is a picture I took of my daughter in the same area (literally just a few steps away from the photo you posted) this August.

​​​​​​Taken in Sakura season 2020? I got some amazing shots in Kyoto, like the Philosophers' Path in full bloom with zero people there. Though I also think this images has been optimised heavily in photoshop. The pinkness of the path is not true....

Easy enough to get the photo with no people in it, just set up a tripod at 5 am and make a long exposure. The colors are definitely edited in post; whoever made the sakura that purple & the greens so harsh needs to ease off the saturation slider.

Turn up at 5:15am and you’ll likely find a moment with nobody on that very short stretch of path to take a picture. Then use software to create a “virgin” path of petals.

Wake up early enough and anything is possible:

Was out for my normal run yesterday and in all the years I've spent running on the SumidaGawa terrace this is the first time I ever noticed that the railings along the river were specifically designed to project images at certain times of the year when the sun is at just the right angle -- I was amazed at the level of detail as these inserts are only in certain spots and around certain bridges -- incredible.

Hiking Fuji in October. Only people hiking up, only saw one other person that only went a few hundred meters up, if that. While can't summit in Oct better without crowds or heat.
