JR Trains:
The standard rule for ticket change, cancellation, and refund is that all those has to be done before the departure time of the train where ticket has been reserved. However, JR ticket offices are currently experiencing long line of people trying to cancel or change there tickets.
JR has announced that for trains tickets affected by typhoon no. 19 cancellation (refund) and change can be made even after the departure time of the train has passed.
NRT:
Airport authority is in talk with airlines so that Saturday, 12th NRT will not accept any arriving flights. Last month during Typhoon no. 15 about 170,000 passengers were stuck at NRT because post typhoon weather condition allowed normal takeoff/landing at the airport but all public transport remained shut down to close for a day. Passengers had not way to get out of NRT. NRT airport authority is trying to avoid the same situation as last month.
Food and Supplies:
Most department stores and super markets in Tokyo area have announced that their stores will be closed on Saturday 12th. Seven Eleven has said that about 1000 of their stores will be closed on Saturday 12th. Other convenience stores have said the decision will be up to individual store, and expected that many stores will be closed. If you have not stocked food for Saturday and Sunday morning by now then....
Toshima Ward:
Issued Special Warning (特別警戒) asking residents to seek shelter.
Itabashi Ward:
Suggesting residents to take shelter.
Setagaya Ward, Tokyo:
Heavy rain warning. Possible flooding and mudslide.
ANA:
Cancelled all flights out of HND on Saturday, 12th , and cancelled all flights out of NRT on Sunday, 13th.
Free Wi-Fi:
Cell phone companies are providing free Wi-Fi during Typhoon on. 19 at Tokyo, Kanagawa, Saitama, Chiba, Tochigi, Gunma, Ibaraki, Shizuoka, Nagano, Yamanashi, Niigata, Fukushima, and Miyagi prefectures. This free Wi-Fi will appears as "00000JAPAN".
Iwaki City, Fukushima:
City has issued evacuation directive to all 340000 residents of the city.
JAL:
All flights out of NRT is cancelled for Sunday, 13th.

They will do an emergency release from the Shiroyama Dam at 10pm. Could affect quite a lot of people in Kanagawa.

Everybody at Tokyo area please be careful. Predicting movement of hurricane/typhoon is still little but of inexact science. Even over East Coast of the U.S. where hurricanes hit, forecast warn people as when a hurricane will make a land. However, the exact time a hurricane make a land can be easily more than 6 hrs. off from forecast.

Forecast for Typhoon no. 19 previously forecasted to make a land sometime during Saturday afternoon, but Typhoon no. 19 is moving little slower than forecasted. Typhoon no. 19 made a land at Izu peninsula (southwest of Tokyo) around 7 p.m. Japan time on Saturday. As of 8 p.m. Saturday Japan time Typhoon no. 19 is near Odawara moving toward north-northeast with speed 35 km.hr. Current movement of Typhoon no. 19 is toward Tokyo metropolitan area.

Typhoon no. 19 is currently has wind speed of 40 meters/sec (90 miles/hr) and recording maximum wind speed of 55 meters/sec (123 miles/hr.). It is likely Tokyo has not experienced worse of Typhoon no. 19 yet.

Special Warning (特別警報) was issued, asking residents to take immediate shelter. Special Warning was established by an authority about 10 years ago indicating possible immediate danger to people in the area.

Itabashi Ward, Tokyo:

JAL:
Many flights have already been cancelled.

Need some advice guys.

So the MEX --> NRT flight that was supposed to leave this morning is now leaving tonight, presuming it isn't cancelled. My connecting flight to Bangkok has been cancelled 100% confirme.d

ANA says all flights on Oct 13th cancelled as well causing an even bigger backlog.

Do I roll the dice and get to NRT early on Oct 14th hoping they'll put me on any connecting flight (at this point class of service doens't matter) OR just go ahead and get my 100k ANA points back and just book another flight routing to another city?

I was at Tokyo during last month's Typhoon no. 15. A day after typhoon NRT was pretty much back to usual in terms of flight schedule, but catering could not have supply delivered. Flights had small plastic plate of meal, no bread, no salad, no sweet, nothing else. It was same in First and Business. Yes, First and Business class passengers got served same small plastic plate meal served in economy and that was it.

I could cancel the entire trip including the MEX to NRT portion and get my full 100k points back, but then I would be looking at buying an extremely expensive last minute economy ticket from MEX to BKK plus lose my flight back from MNL to MEX via NRT.

I can't plan the ticket again at some other time, I am going for a variety of business events including an event I am speaking at, cannot cancel.

I was looking it seems there are still quite a few seats availabile on various airline on Oct 14th from Tokyo to Bangkok.

For the 2nd portion of the trip I could care less of what kind of food will be available, its only a 5-6 hour flight from Tokyo to Bangkok. In normal circumstances, I wouldn't want to fly economy for such a long flight but given the current circumstances its fine with me could care less. If I was flying in business, even with ...... food I can laydown and get some rest even better.

My real question is:

Say this flight from MEX to NRT takes off tonight, which I think it will, once I get to NRT if i just grab my bags and take whatever economy flight to Bangkok, will that cancel the return leg? (my original ANA flight from NRT BKK has been cancelled, and I wouldn't have made it in time anyways)

If your return MNL-TYO (HND?NRT) -MEX reservation is on separate ticket, then return flights will not be cancelled if you skip NRT-BKK segment. If your entire round trip is on one ticket, then yes your return portion will be cancelled if you skip NRT-BKK segment.

You are not the only person who got a flight cancelled out of NRT due to Typhoon no. 19. There are thousands of people who got their flight cancelled, there will be back log of those people trying to fly out NRT or HND as soon as flights resume. If you reached NRT and grabbed your bags, what make you think you will able to grab a seat on any flight to BKK in next a day or two? If you try stand by, then do you think you will be put on top of the stand by list, where likely there will be literally hundred of people on standby list from cancelled flight of previous days due to Typhoon no. 19.? People who paid expensive full fare, people with elite level of frequent flyer status will likely be ahead of you on stand by list.

If you try to get on non-ANA flight out of NRT to BKK then likely you have to pay expensive last minute fare, if there is any seats available...

Another option for me is now that those 15k ana points transferred if I get get through to ANA I can cancel the full roundtrip and then book a star alliance award from anywhere in the US for 115k points and then pay to get to

Yes the ticket is roundtrip on same reservation, however how am I supposed to catch a connecting flight that was cancelled and doesn't even exist anymore?

Think you're exaggerating regarding limited space to BKK. There are 9 airlines flying dozens of flights a day between the 2 city pairs, I looked on google flights, there is tons of space on Oct 15th and even some flights still left on Oct 14th with space with some budget carriers to BKK. However, I will talk to ANA first, I been on hold for about 2 hours now, I think i'll eventually get through. Whether there is space on ANA's flight is another story, yeah if I wait for space with ANA as a traditional carrier with only 2-3 flights a day yeah I might wait for many days but on any carrier in any class i don't think it will take so long, but the question is if I do that if it cancels my other tickets, esp if that connecting flight was cancelled.
