JR Trains:
The standard rule for ticket change, cancellation, and refund is that all those has to be done before the departure time of the train where ticket has been reserved. However, JR ticket offices are currently experiencing long line of people trying to cancel or change there tickets.
JR has announced that for trains tickets affected by typhoon no. 19 cancellation (refund) and change can be made even after the departure time of the train has passed.
NRT:
Airport authority is in talk with airlines so that Saturday, 12th NRT will not accept any arriving flights. Last month during Typhoon no. 15 about 170,000 passengers were stuck at NRT because post typhoon weather condition allowed normal takeoff/landing at the airport but all public transport remained shut down to close for a day. Passengers had not way to get out of NRT. NRT airport authority is trying to avoid the same situation as last month.
Food and Supplies:
Most department stores and super markets in Tokyo area have announced that their stores will be closed on Saturday 12th. Seven Eleven has said that about 1000 of their stores will be closed on Saturday 12th. Other convenience stores have said the decision will be up to individual store, and expected that many stores will be closed. If you have not stocked food for Saturday and Sunday morning by now then....
Toshima Ward:
Issued Special Warning (特別警戒) asking residents to seek shelter.
Itabashi Ward:
Suggesting residents to take shelter.
Setagaya Ward, Tokyo:
Heavy rain warning. Possible flooding and mudslide.
ANA:
Cancelled all flights out of HND on Saturday, 12th , and cancelled all flights out of NRT on Sunday, 13th.
Free Wi-Fi:
Cell phone companies are providing free Wi-Fi during Typhoon on. 19 at Tokyo, Kanagawa, Saitama, Chiba, Tochigi, Gunma, Ibaraki, Shizuoka, Nagano, Yamanashi, Niigata, Fukushima, and Miyagi prefectures. This free Wi-Fi will appears as "00000JAPAN".
Iwaki City, Fukushima:
City has issued evacuation directive to all 340000 residents of the city.
JAL:
All flights out of NRT is cancelled for Sunday, 13th.

Narita is still operating, Haneda is closed. According to the activities on flightradar24

It's starting to really pour now down here in Kanagawa. Wind's picking up as well. So far I've been biding the time with coffee and lots of books. I don't envy anyone trying to deal with the airports today or tomorrow morning.

Great post. Cool to check this out even though I am also in Tokyo.

Scheduled to depart on LX161 to Zurich tomorrow morning from Narita. We shall see what transpires.....

I would guess there is a better chance of going early Sunday morning than Saturday evening.

That does not really change the fact that Haneda is higher elevated, and most of the buildings further from the seawall than at Kansai.

cancelled flight

Anyone knows my flight has been cancelled it was due on saturday night with Air Asia to sunday night . And i would like to know if Air asia have to pay for my hostel night ?
They let me know one day before so i had to pay for a pretty expensive hostel and i hope to get it refund if possible ?
Anyone knows or had a similar experience?

From what i know the city is pretty much shutdown by now

There is no legal obligation for Air Asia to provide a room, as this is weather related. And being a low cost carrier, you should probably expect to look at your travel insurance.

I have a flight on AC Monday evening, from HND to Toronto (ticketed as a codeshare on ANA). The storm should be well on its way out by then, but should I be worried about the cascading effects from cancellations and delays over the weekend? I worry that the inbound aircraft may not make it/there may be shortages of landing or takeoff slots/there will be damage at HND.

Are my odds of getting out on time Monday evening any good? And is there anything that I can do to protect myself? (I have status on AC but not NH)
