Special Warning (特別警報) was issued, asking residents to take immediate shelter. Special Warning was established by an authority about 10 years ago indicating possible immediate danger to people in the area.

Itabashi Ward, Tokyo:
Local ward government of Itabashi is encouraging local residents to take shelter and make use of shelters opened by local ward authorities.

Setagaya Ward, Tokyo:
Heavy rain warning. Possible flooding and mudslide.
