I think I make a pretty good data point:
I purchased Ambassador with points, as a Platinum, on December 28th.
I then made Spire on December 30th.
Received my (Platinum) Ambassador pack January 15th.
I have not yet received anything Spire-related.
With any luck, a second BOGO cert with a pretty red card? I can wait.

I believe people who are Spire are not receiving their packets while those who are Plat are receiving theirs. IHG is just giving the middle finger to their top tier members, wonderful.

I've had a few mails with [email protected] over the past week, informing them of my disatisfaction with this situation, and the ambassador program in general, and inviting them to offer some service recovery.

I'm a spire ambassador. I renewed ambassador on 08/10/15. No pack delivered since.

They've finally offered me 5000 points or a two month extension for Ambassador. I've told them that this is unsatisfactory.

Time for a AMEX chargeback I think

No. Offering a refund has nothing to do with it.

Still, it's probably not fraud. Under German law you might be entitled to compensation for losses incurred, i.e. the difference between the price you had to pay because you didn't have the voucher and the price you would have paid with the voucher.

US law might add on a hefty price tag for "educational purposes".

I just telephoned (again) to complain about the 4 month delay to receive the Ambassador kit and got 10k points as a "sorry for the delay" gesture

Whomever is in charge of this program really needs to be fired. Finally got my "welcome kit" and like another poster, full edge of the envelope looked like it had been chewed by a pitbull. Open it up, a letter apologizing that the kit still isn't completed. I received my card and the BOGO, no 5k point voucher. These people are seriously wearing clown suits. The only redeeming quality for them was that the BOGO doesn't expire till 2/17 which is nice.

My kit came to the UK yesterday via UPS.

Kit complete - including 5k points on the letter inside.
2-for-1 voucher expires Feb 2017
Membership expires Aug 2016, despite them extending it as a goodwill gesture by 6 months.

There isn't a separate voucher.
The letter contains a code that you enter online then the 5,000 points is deposited into your account.
It's very easy to miss in the body of the letter.
