Because EC261 applies. They can charge fare difference for voluntary changes, but definitely not for changes made due to flight cancellations. I suspect it's just a wrong copy-paste on the website between the two reasons for flight changes.

Slightly bummed that BGO is fully zeroed out, although it's a reasonable assumption that any remaining demand for flights to Norway can be funneled through OSL when there is no Asian tourism demand. I was close to booking a flight ex-BGO in August actually due to a planned temporary relocation to HEL, but that has been postponed until 2021 anyway

There is a link on the Finnair site about cancelled routes, but haven't been able to find the table that someone else posted earlier in the week about revised scheduled / frequencies for the 1 JULY 2020 - 31 MARCH 2021 period. If anyone finds it that would be great!

Even if international routes start to reopen on a limited schedule, how is everyone planning non essential travel without any travel insurance company willing to cover for Covid? Wouldn't the risk of getting infected overseas and potentially getting hospitalized with a huge bill be too high?

If you're an EU citizen (lose wording, I know), you're covered within the EU for public healthcare by your national health insurance. Of course not for incidentals, but hospital &c care should be covered.
