In countries with zero or near-zero local cases,(international pax are systematically tested and provide the bulk of infected cases), tests are routinely targeted at those in contact with the public (frontline workers, etc...), plus anyone with even minor suspicion, plus some random sampling. If the disease is eradicated locally, you can multiply by 100 the number of tests and still find zero positive. In AU and NZ most if not all of the very few new local cases have been assigned to arriving pax and breaches in quarantine hotels.

That is true only if there is widespread infection. In countries like India, or US a few months ago, the more you test, the more you find. Although it is not directly proportional as tests target symptomatic and close contacts, which have a higher infection rate than the general population. But it is certainly of relevance for internaitonal comparisons.

Singapore had 35 community transmissions last week.
13 cases at the TTSH, among them 4 medical professionals who had been fully vaccinated.
8 cases among the family of an airport immigration official

For those of us currently in Western Countries with very low (sub 500 case a day/ maybe 1 or death- all with an average of 2.6 co-morbidities ) wanting to get home to HK and SE Asia it’s infuriating that SIN/HK are trying for 0 as the standard.
Zero is never possible on a long time line.
HK is about stopping the protests, and bringing western business to its knees to Beijing. It’s not public health.

the more important thing to watch is how Singapore deals with the recent new clusters. If Singapore successfully suppresses the spread without lockdown, it is a real laugh to the Australians.

ANd SIngapore followed HK in imposing 21 day quarantine at dedicated facilities on most inbound travelers.
Risky if bubble is suspended and you are in SIngapore.

Yes. Government is just interested in announcing something. Not actually too interested in seeing it happen and all the associated problem that may bring.
