Welcome to flyertalk...
Enthusiastically I hope...though the only lawyer I can think of who would relish suing AC is PunishedEdmonontian. I've argued that if SEs and other pass users are so upset about the loss, initially of the COS bonus, and now of this limitation to upgrading, then this is the way to send AC a message. But in the end, they'll just wimp out.

If it is true that they have or are in the process of taking away complimentary J upgrades based on J availability, then people should have a case. Sending AC a msg won't do much, people should get some sort of refund as many here did buy the pass for comp upgrades, not to pay 1100 roundtrip to sit in Y. But lets not jump the gun just yet.

Tired to upgrade and was not able too even through J=1 on expertflyer.com

And ac.com is still selling seats in J for both flights.

It could be that both flights are in a over-sell and that's why they are not giving away the seats. Can anyone confirm this?
If appears from the information you provided that the pass upgrades are now coming from Z and not J.

Flight 425 J=1, C=1, Z=0, lots of space in economy
Flight 429 J=0, C=0, Z=0 Soldout in J.

Another well communicated enhanced benefit.

Communication is not a strong point at either AC or AP. Then again customer service is not their focus, so why communicate all things that will affect us?

On the contrary, I'd suggest communication from AP and AC is in fact their strongest point.

It's just that their customers are very slow at understanding the message.

But don't worry.

Soon as AC notices a profound drop off in the sales of those passes, they'll add back in a benefit or two. Maybe something like a free snack voucher on each flight.

I upgraded on-line with my flight pass (24-hour window) on Monday from YUL to YYZ without any problems. Think I’ll use a cert for the return trip based on this new info.

They will ask you your choice of snack, and then tell you they were not boarded

Just used a US Commuter pass on AC742 which looks like this:
AC 742 J2 C0 Z0

The upgrade was refused by the web. But processed by the call centre.
No flash or updates in the CIC's that I see

'Course now that you've posted this here, the call centre will be hearing about the change imminently.

I think that's why the airport agent was annoyed with the call centre in my case...apparently she had converted my ticket to J when there was no "flight pass upgrade space" left...

I still think the Z theory is the most plausible...

This whole thing is really ridiculous. When they take a nice chunk of money from you upfront (12K in my case), the least one can expect is that they won't pull the benefits... Bad decision by someone in some department !

On what basis do you come to that conclusion?

It's AC, remember?
