800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.

The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

Debit cards that work for paying Citi cards over the phone.

Tried to make a payment with my PayPal Business Debit today. Failed, error message saying that I "exceeded the debit card limit" or something like that.

I've had no luck with Metabank GCs. The first card I gave them had an expiration date in 2022 and they did not have an option to select a date that far out. I gave them another one that expires in 2019 and that one didn't go through either.

Debit card -> BP -> CC is VERY useful. If this saves me a trip to WM, I will be dancing in the streets.

Several datapoints suggest Paypal does not work for whatever reason. I was able to pay with my JH card no problem and hope to be able to continue to and stay under their radar.

Thank you for the data point.

As I mentioned though I tried this a while ago and I do not believe I got points. Someone above said you might? Might be worth trying with a smaller amount to see if you got any. My 'reward earning debit card' usually gets a lot of points so maybe I miscounted and actually got them? Not sure... Sorry, I know that is not very helpful.

At least you know to be asked to go to collections department Regular CSR can only process ACH not debit

Interesting confirmation I got to my thoughts.
In example of recent "online stand-alone hit BP processor", they not just read, they study related threads.
Hope this new info won't affect our options.
