I was at the UC at LAX this Sunday ( Dec 6 ) and could verify that outdoor dining was open between 11:00-13:30 ( 11:00am-1:30pm ).
Also every 30 minutes, there was an announcement made from the loudspeaker as the following:
Due to LA County Health recommendations, no indoor consumption of food & beverages is allowed and all food & beverages should be consumed at our outdoor patio.
Seating at the outdoor patio was limited to 20 minutes per person but when there were empty tables and nobody was in line, you could have sat there longer.
Also every 30 minutes, there was an announcement made from the loudspeaker as the following:

The single office/phone desks which are located across customer services were open on 6 December. ( LAX )

No you cannot bring F&B anywhere near there. All the F&B is served at the bar and they watch you walk it out to the patio.
You could maybe sneak your own stuff in the phone booth though. But you'd be breaking the UC rules. I won't try to figure out if you are breaking any actual laws though. I'm not sure if anyone truly knows for that circumstance.

I didn't use them and all of them were empty when I went to that part of the lounge.
However, as stimpy mentioned, the staff are really strict about food/beverages should be consumed at the outdoor patio.
Other than some people drinking water indoor, I didn't see anyone not complying with the rule.

^ That was what it looked like when I was there a few weeks ago. All the food and drinks were at the bar and handled by the bartender. I was there in the afternoon and it got more crowded as the afternoon rolled toward 5-6 p.m. They did have some pre-wrapped sandwiches at "dinner" hours. With the relaxations, nobody went around telling you to eat outside on the patio, you were fine to take off your mask when eating.
