There are no rules against it, merely guidelines which carry no legal weight. However, as always, the issue is travel insurance. You could consider Canada instead now that Canada has opened.

The day 2 test is going to be a big red flag for a lot of incoming travelers, both in terms of the cost and the inconvenience of having to take time away from your vacation to get a test when you just got one a few days ago. And for Americans, we currently need a test prior to coming home, too. So for an American to take a trip to the UK, you'd need 3 tests (pre-departure, day 2, pre-return).

Someone reported success by creating an account first and then adding tests to your basket before trying to check out. I gave up and went with nationwide pathology for £40, they have the advantage that return postage is pre-paid for Royal Mail priority boxes, easier to find than Randox drop boxes.

They list the following countries as possible for upgrade to the amber list: Turkey, Dominican Republic, Maldives, Oman and Seychelles. On their 'Don't count on it list': Egypt, South Africa, Trinidad and Tobago and Thailand.

The government is understood to be considering dropping the requirement for double-vaccinated passengers to take a laboratory-based test when arriving in the UK from most countries. The move would bring the UK into line with many European countries.

As predicted if the number of cases was not controlled, hospitals are starting to feel the tension, due to the backlog from the previous months and growing COVID hospitalizations. In Oxfordshire, demand is surging and hospitals in the region are in critical position. John Radcliffe hospital can not offload ambulance anymore, they either wait with their patients at entrance or have to go somewhere else. They have 30-40 new arrivals per hour, which is double of what is considered bad for them. Patients can not be discharged as there is not enough staff to do the work.
If hospitals cases start to drop this might be manageable yet. If they rise across the board then other regions will be in the same situation.
