Perhaps we should start specifically asking the FAs for a predeparture drink and when refused make sure we get their names and that they know about it and then write to TTU.
I would estimate that I have been about 50% on predeparture drinks this past six months or so. The other 50% of the time, perhaps 25% of those times the FAs are justified in not doing the service. The other 75% of this time, the FAs are chatting with the pilots or, in one case, just standing there.
Domestic F is only good for a bigger seat in front of the plane anymore.

In 2006, I've had a 20% non participation rate for pre departure drinks.
In almost all circumstances there wasn't any extenuating circumstances.
I make it an SOP to email NWA after the unfortunate incident.
I usually receive a prompt reply apologizing for the lack of service.
My most recent email was a combination of praise and critique for a
Thanksgiving week trip. I was awarded 7000 miles for my trouble.
I believe the Airline appreciates feedback.

Mine for the month:
12/6/06 - CLT-MSP NW1597 -Pre-flight drink offered, great FC service
12/7/06 - MSP-LAX NW319 - Initially nothing offered, but once we were delayed 45 minutes they offered a pre-flight drink.
12/19/06 - MKE-DTW NW246 - OJ and water only, but they ran out by the time they got to me in row 6. (It was weird they ran out during pre-flight). I did ask for diet pepsi and received it. Good service on the short flight.
12/19/06 - DTW-TPA NW482 - Nothing offered and lousy FC service before/during flight. The coach passengers received their beverages before FC got anything to drink during flight. That's a first for me
12/19/06 - TPA-MSP NW435 - Pre-flight beverage and excellent FC service. Best I've had this month.

NW 235, Saturday December 23. DCA-DTW no pre-depature drinks offered. Once in the air F service was excellent. We were running a little late, which may account for the lack of pre-depature beverage.

12/22 MIA-MSP NW575 Boarding delayed due to electrical issues. After boarding, was delayed again for anti-ice for apx 20 min. FA at the last minute started to do predeparture drinks to 1A&B then stopped for departure. Was plenty of time for service to all of FC.

Explanation here...
12/27 NW 98 HNL-HNL full service (water/juice/mai tai) pre-departure
12/27 NW 98 HNL-HNL water only pre-departure (second time)
12/27 NW 98 HNL-MSP is hoped to happen 12/28, and I will certainly post what we get on the "third time's the charm" flight, once I get where I'm going!
