Anyone can book "international" 60 days in advance IIRC. The "domestic" 30 days in advance cap is limited to account holder country of residence.

I mean, as an IHG elite, I typically get at least 15% of the cash rate back (through regular points + elite bonus + Accelerate + cashback). Factoring in the money you get back when booking cash, to break even on a points purchase at 0.6 cpp requires a cash rate of:
$142 when the reward night costs 20k points.
$247 when the reward night costs 35k points.
$424 when the reward night costs 60k points.
$494 when the reward night costs 70k points.
You certainly see cash rates higher than these critical values on occasion. But if you ask me, not nearly often enough such that I would be several 100k points at a rate as high as 0.6 cpp during today's daily getaway. Especially when factoring in you get 0% interest on any IHG points you hold (and there's even a risk of points devaluation).

I'm assuming here that Bally's is owned by Caesar's, which would likely mean that at least some of the restaurants in the hotel are fair game. Seems like most of the casinos have a few restaurants that are clearly in-house (room charge, etc.) and then one or two that are an outside chain or celebrity chef type of place.
Unlimited food for 24 hours plus a nice dinner on the day you don't have the buffets...seems like an alright deal, even if a couple restaurants are off limits.
The Bally's site probably lists them. It might be obvious which are and which aren't, and I suppose you could phone them to ask if you were serious about buying this package.

Last years offering did come with both, the buffet pass & the $150 dining credit. Bally's does not have much on offer: no more buffet, and only a non-CET steakhouse (they closed Bally's Steakhouse) and a Thai place.

Well, sometimes the Cash+points comes out at a higher cost, plus if you have a need (i.e. an extended IC stay or other high cost hotel stay with reasonable points redemption cost) it can make sense. HK was a good use of points prior to the massive devaluation (70k for ICHK etc.) It is getting harder to justify spending for the points.
