You didn't have to be targeted, you just had to call in and tell them that you wanted in on the offer. Your simple knowledge of the offer SEEMED to be enough. But now with no points posting...
However, even those who actually were targeted haven't gotten their miles yet either, so I'm still holding out hope!

The 24,000 point promo is back. Last summer it was also available at GCR with $60 cash rebate. However, currently (since Aug 1, 2013) GCR is still showing it as 8,000 signup promo, so hopefully they will add this new 24K promo to their lineup soon.

Is the best current sign up bonus for a no AF, not FYF, card the Amex Blue Sky (15k, including referral)? Or am I missing something somewhere? Also, any thoughts on the overall best no AF card out there, apart from the sign up bonus?

Nearly all the good signup bonuses are offered by credit card companies who hope you'll keep (and pay for) the card after the first year; most people it seems don't bother to cancel after the first year.
If you want a card to hold long term, no annual fee, one example is the MBNA Best Western MasterCard.

There's also the regular Air Miles CC. It's not the greatest FFP out there, but if you already have some history/points with Air Miles, the signup is 500 miles, no annual fee.
- Earn 1 AIR MILES* reward mile for every $15 in Card purchases at AIR MILES* Sponsors
- Earn 1 reward mile for every $20 in purchases everywhere else the Card is used
- No annual fee

Has Amex changed their MR posting times? I have always received my signup bonus points very soon after reaching the minimum spend. When I contacted them they indicate that it is 8-10 weeks from date of reaching the minimum spend. Sure enough when I found the fine print it does indicate this (except it says up to eight weeks):
Please allow up to eight weeks for the Welcome Bonus to be awarded.
For some reason, it says only six weeks for the Plat card.
I sure hope it doesn't take this long as it will change my timing for churns, especially when I want to use these for the Avios bonus (hopefully coming).

Tommy, look at the last few pages in the threads that Jerry linked to...there have been varying success/failures in getting the MR threshold points posted right away. As you and I and others had become accustomed to, we were able to reliably see the 20K, 25K, 60K posted after the spending requirement was posted to the Amex account, but since Sept/Oct last year, it has been (as someone FAMOUS on FT puts it) consistently inconsistent.
And it's not just the Membership Rewards cards, but also the Aeroplan Plus cards.Unfortunately, you've fallen into the group that has NOT seen the points right away, and so now YMMV on calling up Amex to get the points posted, as they can indeed cop-out and redirect and refer you to the 8-10 weeks "general" guideline for posting the points...but, once you get beyond 10 weeks you should be ALL OVER the the MR department to award you the points "immediately".
