Here's the UA master page listing airline partners. If you click on a partner logo, you'll see a page containing a chart showing the yield for flights taken on partner metal. (It even says explicitly that it's the metal that counts: "The award miles accrued on codeshare flights are based on the operating carrier and their equivalent fare class.")

For a lark, I tried changing my phone number to a Norwegian one. That didn't seem to make any difference. Still got the error.

Booked a single ticket for iad to dbx at 4:20 eastern and ticketed at 10:08 est.
Booked 3 tickets for a separate iad to dbx trip at 4:15 eastern and still haven't received a ticketing notice but am hopeful.

Ditto. I even tried using a modified version of the t.co shortcut URL that was posted and while that changed things to USD from NOK, I wasn't able to get beyond the passenger info part. I get everybody's favorite (15012 - 1006) error.
