As of Nov 11, 2020, Meta gebits are getting declined when used for MO/BP purchases at MC/SD. New limit appears to be $99 per swipe. READ the posts below and add a data point with details. USB and GD gift cards do not seem to be affected.
DETAILS:
As of Dec 2019, WM BP in-store is reportedly affected by the $8000 total limit across all cards.
As of Nov 1, 2018, WM Billpay made via the WM app is limited to a total of $8000 total per person to all accounts per rolling 30 days.
Sep 13 2021 :If WM App is updated with no money services , then use the following for Android phone to get the working version.

Bill Pay cannot be done at a regular register. BP must be done at Customer Service/Returns or at the Money Center in stores that have it.
WM offers two BP services: CheckFreePAY and MoneyGram. The cashier can initiate CheckFreePAY by selecting Money Services followed by Bill Pay on the register for a fee of $1-1.88. Moneygram is $4.99.
ONLY 4 successful debit card swipes can pay for a transaction. ONLY 5 payments per 16 digit account number per rolling 30 days.
CheckFreePay (800) 676-6148. - Look up payments using CC number and time of transaction ---------------------------------------------------------------------------------------------------------------------
BP by phone number lookup- Once your CFP account is set up, you can add CC. When you want to BP give them your phone# to look up your account under Money Services. They often get confused and think you want MG, but just say it is under Money Services. Make sure you get 2 receipts, one from WM and a small one from CFP showing the CC# and Biller name you paid.
WM App - The Money Services works in express lane for Bill Pay.
Receipt tips: If you don't get a receipt and they have to print you one, make sure the CC you paid appears on the printed receipt. If not on receipt, call CFP with the manager to verify there is no payment processing. They can cancel any transactions and pay you in cash right away. If they cancel the transaction and their cash drawer opens, that means they should pay you in cash, if it doesn't open, the money will probably return to your cards. Not sure what happens on the same day? Watch their drawer when they cancel the transaction to see if it opens. If they say the money will return to your DC, make sure to write down the managers name in case it doesn't.
Payments: Most cc can be paid 5 times by Visa/MC and 5 times by the issuing bank in rolling 30 days with a total of 10. There might be an 8K limit per rolling 30 days starting Oct 2018.

If DL is banned for buying MOs, Billpay via MG using this same DL is also banned, can still do Billpay via Checkfreepay using the same DL.

Fact is that things have changed. The MG limits of $8k/month for billpay now are also enforced for $8k/month for CheckFree/FiServ billpay as well To be clear--there's just one limit affecting both MG/CF payments. Hit $8K in 30 days and you'll get a message if you try to do more saying you've exceeded your limit. The CF 5/30 rule and the $10K CF max payment to a given card number each day still hold too.. The change is nationwide now and I doubt there's a single WM store unaffected. I understand it takes time for these changes to reach the users, but that doesn't mean that the old information still holds.

I am a little confused as to what is occuring with BP through CheckFree BillPay. I have been paying my cards, various amounts (max 4x mo/8k mo) on each. Under one telephone number I have 4 cards and have been able to pay them at will maxing out at 8k each monthly. This month I started by paying three cards one day, 2K @, and another payment on one of the cards the next day at 2K. I tried the next two days to pay on one of the cards, another 2K and a message said I was over my limit. I called into Check Free and spoke with a manager who looked over my account who could not answer why I could not pay my citi card. He could see where it said I had reached a limit on payment. I asked them about one of the other cards listed under the same phone number that was under the 4xpayment mo/8k mo limit and was told that card was fine to do BP and I would have no problem. He suggested that I go to another WMT to try to do BP on the Citi card and opened a case file regarding my issue. He stated that if I got the same denial to take a photo of the message and call them back. I did as he asked and was turned down again. Will be calling them this afternoon to see if anything can be fixed although Im sure its going to be an ongoing issue. I am leaving for a 3 week trip, paid by the rewards!!, is the reason I am out of gift cards and can not try anymore BP at the moment. Hopefully we are not left with 8K/ DL/Passport/ Month

I completely agree with the initial assumption something has changed, I am not sure that 8K/mo is the hard limit. Just got off the phone with another manager and they really will not answer many questions with specifics.
I question the 8K hard limit. In my case I have four cards under this one phone number card 1,2,3,and 4. All payments are over 32 rolling days. I paid card 1,2,and 3- 2K each on 1/6. Next paid card 2 -2K on 1/7. I was turned down paying card 2 on 8,9, and 10. Calling Check Free Pay they said I reached the limit on card 2 but said I had not reached my limit on card 3. Card 1 I have some screwy pay dates so my next available pay date would be 13th and I will be out well before then. I may try to get some gift cards at a grocery store to do BP on card 3 since I was told by Check Free it was open for payments. If successful, that goes against the 8K hard limit.
