800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

(2) If my Citi CC balance is $600, and my MGC only has $100 on it. How do I pay the Citi CC via the MGC? Do I have chance to specify the amount I want to pay via MGC during the process?
(3) Is there detailed instructions for how to make the payment in this thread?(I have never tried it before.)

Citi debit card payment newbie. Read the WiKi and the last 20 pages and wanted to confirm something. Looks like the only way to make these payments is over the phone. Is that correct? Any way to pay the credit cards online?

Has to be over the phone, and much better to do it through the automated phone tree instead of with a CSR.

Coinbase doesn't work for me through Citi directly. Says declined, probably since it's issued by Metabank. It worked via [other methods] but got shut down after a month. Was able to reactivate by uploading my ID (for the third time; had already uploaded my ID to Coinbase twice in the past as I've had the account for almost 10 years) but got shut down again the next month and was told it would remain closed. Coinbase account itself is fine. Just the debit card is nuked.
