Federal Reserve interpretation of Dodd-Frank financial reform regulations has resulted in Visa/MC gift cards getting PINs as of April 1, 2013.
Setting PINS
At Walmat, many MCs default to credit(and fail) and require pressing a button to change the payment type to debit. Here are the workarounds:
Old POS systems (monochrome black on green terminals and replacement color terminals):
1a. Screen shows "Insert or Swipe Card Quickly" with "Espanol" button in lower right (note if your screen blinks)
1b. Swipe card
1c. Screen shows "Waiting for cashier..." with with working animation in lower center and "Cancel" button in lower right
2. Press "Cancel" on the screen or red button on pad (if your screen blinks, do not hit button until after blink)
3. Press "ATM/DEBIT" from upper left
4. Press "No Cash Back"
5a. Enter PIN
5b. Screen shows "Waiting for cashier..."
6. Cashier hits blue (not green) Debit button on their side.
New POS systems (color terminal):
1. Swipe GC
2. Press "Change Payment" on screen (Yellow button on pad should also work, but screen works better for some. Timing is critical.)
3. Press "DEBIT"
4. Press "No Cash Back"
5. Enter PIN - Screen showing another 'Waiting for cashier...'.
6. Ask Cashier to hit blue color Debit button on the screen
When splitting transactions among multiple cards at a Walmart register, make sure to have the cashier hit the debit button on their physical keypad. If they hit the debit button on the touchscreen, it will not work. If your transaction got declined, try having the cashier hit 'Debit' using the physical keypad on the right of the screen.
As of 6/19/2014, Walmart rejects Debit attempts above $49.99 on all cards issued by InComm/ITC Financial Services, namely all Vanilla VISA and OneVanilla. There is no workaround.
Error Messages
DEBIT NOT AVAILABLE
Not enough funds available to cover whatever amount was typed in, or most likely NOT typed in.
DEBIT NOT APPROVED
Received when the card's monthly load limit had been reached.
HOST TIMEOUT
Connection problems. The GC may be drained but the transaction should reverse itself, and funds will become available again.

- MetaBank VISA or Sunrise VISA -use the last four digits of the card number (or to set personal PIN call 888-524-1283)
- US Bank VISA and Mastercard - Newer cards come with a PIN printed on cardstock inside the package. To set/reset PIN, call 866-952-5653. One person reports: VISA that has pre-set PIN locks PIN on first use if not previously reset; always call to set PIN before use. If you forget to reset the pin and you can't unload the funds to your BB, call the toll free # and ask rep. to "reset" the card and they will do some magic and you should then be able to unload the funds at WM.
- Vanilla VISA and OneVanilla(not MyVanilla, etc) - selection of 4 digits on the first transaction becomes the PIN

OneVanilla MC that WM sells is hard coded for debit/cash only, though.

WM is a "good" place for another activity (MOs, paying bills). Since WM is considered as "grocery store" for some Visa/MC cards, why not to buy GCs there? Especially, that it always was working without any problems, they never even asked for ID.

Well, it looks like that WM performed a good training for cashiers. Now, as soon as they see Visa GC they immediately ask how would I pay - debit or cash? Since I wanted to buy a Visa GC (that I bought before there with CC), I knew that CC would work, but told cashier that I have a debit card. But she was able to see (I don't know how, it looks the information displays on her monitor) that I used a credit card and started to scream - "I told you, that credit card cannot be purchased with credit card". I politely responded that I thought that my card was a debit, and by the way, what I was buying is not a "credit card", but a "gift card". I didn't argue, but now it eliminates WM from my shopping list, because every time I tried different cashiers and the result is the same. And cashier cannot cancel a transaction and manager is needed (which is not a quick event and people behind me are not happy at all).
get some little stickers... like a us flag or "bring home the troops". Put the sticker OVER the words GIFT CARD. No one will mess with that! now if you have to SHOW the CSr the card it is fine! and they cant tell it's a GC and wont freak. I will say SOME gcs like to try to go thru AS credit so remind the clerk to hit debit AND that it does have a pin. There's some instructions on this for MC ones but generally all visa ones I have used come up as debit pin in WMT anyway.

I see. I guess I would go in there more if I was in the MO part of the game. I guess I get enough of them at Kroger that is closer to my house.

your card is a debit card. the fact it says gift card on it should matter not. Although we all know mgrs and clerks think a GC is bad and that they cannot will not process them because they are overzealous and misinformed but they have the power and we dont... soooooo I think I mentioned this here or somewhere...
get some little stickers... like a us flag or "bring home the troops". Put the sticker OVER the words GIFT CARD. No one will mess with that! now if you have to SHOW the CSr the card it is fine! and they cant tell it's a GC and wont freak. Anyway, too much trouble and humiliation for me when such thing happen. I would buy gcs in the local grocery stores instead where the cashiers are much friendly.

Loading funds on BB is different thing - there is no such thing what is allowed and what is not (like the case with GC)

The last time I did it, I was dissecting the card from its packaging while performing the first steps at the Money Center ATM. Call me very lucky with these purchases, but I've had my share of other strike outs...

She tried to sell me that they lose money on the gift cards; that is, they make no money if we were to buy them with cash, and lose a couple percent if we buy with credit card. Specifically, they looked at the Ink card and noted that it was being used. They were indicating that Chase is charging them a higher rate somehow when using Ink. I can't believe that they make no money from them and lose money on GCs with CC sales. No business would do that.

As for a business losing money on a particular product, that is quite common. It's called a loss leader. It's designed to bring in customers with the hope that the customer will buy other items that are actually profitable. This marketing tactic does actually work.

This is basically a test to see how accurate their locator is.
Of course you don't need to participate - I just thought it would be a good idea to see how up-to-date that locator is. Often when I travel the closest WM isn't listed as having a kiosk, so I go to one further away. If we can deduce that the locator isn't totally accurate, it might be worth it to hit up a WM that isn't listed.

Anyone know how long a pre-auth takes to come off a gift card? Was splitting a transaction at WM last Thursday. Had problems with the second card and voided the transaction. The $500 auth on the first card hasn't come off yet...
