Sure. There is no published rule about usage of O, I, X buckets. This is just what we know as experienced flyers. So even with O2 and I4 they may tell you on the phone with a smile in their voice: "So sorry, but no availability". if you argue about test booking on LH.com or ANA tool they can simply say, "Sorry, but WE have nothing free here". Very easy and caused by a simple entry on your profile, e.g. "NOTE: client --> worldshop / cashback only".

Okay, finally managed our account from ~315'000 points down to ~7'000 points, all for TATL roundtrips in F (FRA-SFO/LAX) in 2009. The new award availability matrix on the M&M page was of great help, much faster than the ANA tool. ^
Still ~110'000 points for Q4 activities are pending credit and this will only happen after the dead of PPB.

I know - I´m pretty sarcastic - just burned my points for this years christmas travel to LAX. The future use of points will be domestic awards, as I need them often and they seem to be at least of some value....
