You would think, although it seems like it might include Japanese who are no longer citizens too. It’s official: Tokyo 2020 is a “Japanese Only” Olympics: Japanese living abroad still allowed to attend, not foreigners. (UPDATED: This probably includes Japanese who have given up their J citizenship.)

Ugh. Debito. Won't click that, but can imagine what it says.
There is no consensus yet what this Olympics will be like with regards to attendance of anybody that's allowed into the country. Kind of hard to say anything definitive when the host town is declaring a state of emergency less than three months before Opening Ceremonies.

Oddly enough (or maybe not as an occasional tourist with a few former JET friends) though I've seen references of debito on reddit, I never knew of him. He sounds like an activist flavor of a Karen who mostly writes along the topics evergrn mentioned? When requested by Tokyo 2020 members, venue staffs, police or other authorities, ticket holders have to be able to show their ID and/or prove that they possess the tickets in accordance with the Tokyo 2020 Terms and Conditions of Ticket Purchase and Use.

If you have the time and don't like spending two weeks in a hotel, then maybe you could travel to Japan on a private yacht, if this is more fun. I think that the rule says that you have to quarantine if you have been to a long list of countries in the past 14 days, but the time you spend on your private yacht in international waters probably counts as being in no country at all, so quarantine can maybe be avoided by spending two weeks on a private yacht in international waters. This would probably also open up entry for those who still have visa-free access to Japan. Visa-free access was removed for Europeans, but it looks as if Americans still have visa-free access.
The southern half of Karafuto is sometimes shown as terra nullius on Japanese maps, so maybe staying there for 14 days also exempts you from quarantine.

We remain very disappointed by the decision to ban international guests from the Olympic Games but are absolutely committed to working with you through the refund process being determined by Tokyo 2020 and Japanese authorities. As mentioned previously, this refund process regrettably will take time as the organizers and relevant third parties continue to work through the impact of the pandemic. After Tokyo 2020 has returned the requisite funds to us – which they have indicated will take up to the third quarter of this year – we will need some time to process your refund.
To shorten this phase, we will try to collect the information we will need to process your refund in advance, so in the coming weeks we will send an information request form. One of the key learnings from last year’s refund process is that we cannot simply reverse the credit card charges because, since the purchases were made so long ago, the financial institutions have removed from their systems the transaction data we need to do so. And because financial regulations do not allow CoSport to retain your bank or credit card information after a transaction has been completed, we will need to recollect some basic information. By your providing this information in advance, we should be able to shorten the time we need to process your refund.
We recognize a refund will not cure the disappointment, but we will do what we can within our control to hasten the process. We also will continue to share updates related to this process as we receive them.

I think mine said Jet Set also. Yep -- also got the email from CoSport about refunds. Based on how long it took for folks to get refunds who cancelled their tickets last year, I figured we should consider ourselves lucky to see the money this year.
