best places to buy the iPhone 5 IMHO will be UAE, HKG, USA (unlocked at all 3 places!) but yeah, in UAE and HKG there are no taxes or minimal taxes on top of the original price of the phone.

If you buy from an online retailer (like Amazon.com), you don't even have to pay sales tax.

I picked up the iPhone 5 (32gb) for £599 unlocked. Unfortunately my carrier is not gonna support the nano sim for a few weeks yet! Going to have to experiment by cutting it.
