100,000 Points for maintaining diamond?

So is this how the new "enhanced" promotions will work like?
I qualified in 2014 both with nights, stays and points. And I live in a country where I cannot get Hilton status with a credit card. Still I am not qualified for this promo. And the last one (where remaining stays in 2014 counted towards stay qualification in 2015) I was also not qualified for.
So I am wondering HOW Hilton sets requirements for these promotions. Is this how it will be like in the future, that some people seemingly cannot participate in most of these promotions? Where as before we at least had the quarterly promotion.

. Poor Hilton. Can't make everyone happy, unless they give everyone 100k points now AND lifetime diamond!

As a Gold member last year, about 10 nights shy of Diamond I received the 100K offer after 4 stays.
"Complete 3 stays by April 30, 2015, and earn 50,000 HHonors Bonus Points. Complete 4 stays by April 30, 2015, and you'll earn another 50,000 Bonus Points. That means you could earn a total of 100,000 Bonus Points – enough for a free night at any of our 4,200 hotels and resorts"

I hope I receive something soon or I am going to be miffed. Yes, lifetime would be very nice, but this offer is a considerable bonus, and the triple weekend points would also be nice compared to nothing at present. 100000 points is 10 nights for me in a hotel I use.
I will actively go the IHG route until I get something meaningful from Hilton. I hope I take this all back soon!
