Certainly not just Delta and not even just airlines. We cruise several times a year and have seen more and more emotional support pets. I will never forget the first time I saw a woman being wheeled around a ship with a tiny little terrier on her lap, that obviously had no training as any kind of service animal. Her family was very proud that they had beaten the system by getting some baloney certification for the dog.
The cruise lines allow it for the same reason the airlines do. They don't want a PR mess over one dog, and try know that the public won't see the difference between this and a true service animal. It will have to get completely out of hand before it gets better.

How can a dog be allowed in an exit row? In fact, a person traveling with someone else with a pet or service animal shouldn't be in the exit row just as someone traveling with children cannot occupy an exit row seat even if the kids are seated elsewhere. In an emergency, the person's first priority would be to save the animal and the animal would prevent others from using the exit quickly.

Someone who is blind isn't allowed to be seated in an exit row. They can't read the emergency card or the instructions on how to open the emergency exit.

Don't you want DL to make money by charging animals the SC guest fees? I'm trying to increase the value of your stock holdings and you're complaining? Do you travel with an entire menagerie that you proceed to bring into the lounge and feed all the "free" food?

Before boarding my SLC-SEA flight I came across a woman who had a full grown, live turkey as a service animal (2 years old). She had just flown from SEA-SLC. She had said that the turkey flew on her lap on the flight, not in it's own seat. I unfortunately did not ask if she was in Y or F.
