I saw a logo for this card at a local Chinese restaurant tonight:
The card is issued for Easy Transfer, a Chinese payments company. It appears to be marketed to overseas Chinese university students, so I imagine it's not something someone in general could apply for?

They are indeed geared towards Chinese college kids who are here in the U.S., because you get a Visa Signature card (which you can't really get back home in China). Not a UnionPay. You're already here and can probably get better deal on a Visa Signature. My $0.02.

FYI, ICBC UnionPay cards just announced extra cashback through the end of September for online and supermarket (1.5%) purchases and 3% extra for online food delivery for the Premier card and 1% and 2%, respectively, for these categories on the Preferred card.

There's also an offer at 99 Ranch for $5 off a purchase of $50 or more. The promotion is good Monday through Friday through September 30th, and the card must be presented to the cashier.

Don't know if anyone has brought it up, but I also came across a Union Pay prepaid card issued by East West Bank (a bank mainly serving the Chinese-American community in the LA area)

I haven't tried it at a Safeway in quite some time. Perhaps it's because Safeway doesn't support PBOC? I know Walmart does. The last time at Safeway it still did a fallback transaction over the Discover networking (or allowed a PIN-based debit style transaction.
