The card is issued for Easy Transfer, a Chinese payments company. It appears to be marketed to overseas Chinese university students, so I imagine it's not something someone in general could apply for?
Annual fee: $170. Yuck! They are indeed geared towards Chinese college kids who are here in the U.S., because you get a Visa Signature card (which you can't really get back home in China). Not a UnionPay. You're already here and can probably get better deal on a Visa Signature.
